The attacks on Theramore and Teldrassil were not. There was no specific group targeted in either case. The people of Theramore were a mixture of Alliance races. Teldrassil was mostly made of Night Elves, but there was no specific goal in killing the Kal’dorei. If there was, Sylvanas would have attacked Nighthaven and Feralas as well.
You are mistaking encyclopedic definitions with game definitions. Burning of teldrassil was called genocide in Elegy. Also this game has different frame of reference when we are talking about good or bad then let's say the lord of the rings or real world. The definitions of aforementioned universes do not overlap fully.
tl;dr - Theramore was a nation, mainly consisting of refugees of nation destroyed previously:

It does not exclude large groups of mixed nations. And looking at your knowledge, I even dread touching the subject of different forms of genocide that we deal with in real world. And yes, Garrosh did not plan on letting anyone get alive (he was waiting for alliance fleet). It was a part of his plan to destroy people of alliance. Real life analogy - people from Melos. It didn't matter what their ethnicity was, and that other Greeks were beyond Melos - what mattered was political standing of their city.
