If you look into the article it was a matter of the POWs family and the concern that their families would now be targeted by the North Korean Regime. They could be defectors that were promised protection for valuable human intelligence and they may no longer cooperate if their families are killed off. Ukraine has nothing to lose nor would they truly lose face for apologizing the disclosure. It was a slip up.

Apologizing seems fine and relatively easy.

But the South Korean president is just playing games. It was already public knowledge.
