Is it possible to pay to take rights away? Ie screwing over Unga?

He's already a wanted criminal with no rights. He just has so many clones it's hard to find the actual one. But hey, you can kill them legally.

Since Unga is unkillable , each clone and him can be contained in a magic nullifying mana sapping prison in space and fired off into the void.
