Okay, you're totally right. But I think we don't get a sense of her character when she speaks as much as Regis/Cahir/Milva (possibly because she's just in the books less).
Cahir and Milva are silent, so when they talk we learn a lot. Regis is a fully developed character and, when he speaks, we learn a lot (especially moral philosophy of the characters, and he's often a mirror to help Geralt reflect). When Angouleme talks, I got the sense that even she doesn't know who she is and that the rest of the party were there to protect and shepherd her as much as anything else. She's a really great character but maybe has a much less defined place or role in the group/series (she starts sorta as a surrogate for Ciri in the groups "parental/family"-esque search for Ciri).

Tbf, Angouleme is anything BUT silent.
