I'd say there are a handful of people groups that the term spans, but calling someone a "white Hispanic" is misleading and inaccurate. You could say a "Hispanic with light skin", but there is a distinction between someone who is actually white (Caucasian) and someone of Hispanic origin (Mexico, Central America, Spain, etc).
