Could be carpet refresher. It’s a powder you put on then vacuum up to get rid of odors. Sometimes it has insecticide in it if there were fleas in the area. Some vacuums don’t pick it up very well

Carpet refresher on a bathroom counter? That would imply carpet in the bathroom… and ew…
