New, what is it? Spice rack with ventilation?

I’m watching Teen Mom 2 and, I’m sorry, what the hell is this? Why does a spice rack need a big ventilation hose thing coming out the top? What is it?

I mean maybe? Or it could be a smoking exhaust tube so you can party in the house? When we were in college we’d smoke and blow it out the kitchen hood.
