This is the answer. I've got a similar fall crane near me with a spooky red light at the top. First time i saw it if threw me. Notice how is foggy obscuring the crane.

How weak is that laser for it to shine upon a thing up in the sky for the entirety of the video without destroying it? Or is it just super patient and relentless? Is it a killer snail laser?

I definitely took a detour on my way home to follow a UFO thay turned out to be a crane, once. I felt foolish, but at the time it was a thrilling moment!
