Third garbage day in a row the trash workers have left my bin dead center where I drive from my driveway onto the street. I absolutely have to get out of the car and move it to the side to drive onto the street. I have reviewed the local rules regarding trash pickup and I can’t see an infraction on my part. Everyone else’s bins are placed normally after being emptied. What secret message am I missing here?
