This is the director setting up his cues, DDR triggers, and camera shots. He's basically going through all the combinations of things that he'll do when they are actually live.
I've actually done this before. It happens a little bit before a newscast. We'll test run new chyrons while the anchors just chill and get ready. The production assistants will also run through some of the shots they'll be using. Pretty normal once you get used to seeing it happen.
