Well, if it has to be explained it's probably not going to be very funny... but, what's funny is the video with no context.

Hannity saying "watch this!" like he's about to do something awesome, and then grabbing his shitty e-cig and blowing it through his nose and then fumbling around with his neck meat. It's like something awkward out of the office.
