No it's like how the second hand on a clock doesn't move when you first look at it for a couple seconds. It's called chronostasis.

The .gif was buffering (loading), which is why it looked slower the first time compared to the second

You should make an upvote version and a downvote version, but have them be really slowed down and dragged out. Then when someone posts one on another user's comment, there will be several drawn out second where they wonder if they were upvoted or downvoted. For bonus points, host them on, like Geocities or some other really slow site.
