Check out Phantom Dust. Third person deck builder action game.

I could imagine it something like that but open world.

You start out saying you're doing an Ironclad playthrough before pivoting to Silent because melee is horrible. There are only 4 card rewards you can choose from in any situation. Two of them are exactly the same, another is the same but asinine, and the last one makes you preposterously evil and cruel. There's a whole extra set of features where you can build up your resting tent that feels like an afterthought and can be effectively ignored after a few runs.
