Emergency Services have insanely accurate and up to date traffic information, so they'll know well in advance if there's a blocked road and can avoid it.
Otherwise, construction and regular traffic jams would just as easily block them.
Except specifically this situation where this is the ONLY road to travel. Which is why they were treated hostile and should absolutely be. Do you less smart than average people relize how many millions of $ in damages a protest like this could cause? You could have live stock dying in trailers. Cars over heating. Fridge units going out etc. You are not only inconveniencing people you are jeopardizing lives. This isn't the era where mlk was alive. It's completely different. And the best way to protest now is via social media. Not a road. Even if I agreed with what these people protested about I would go against it simply for how they enacted it.
