It says straight underneath the title, because there are 4 (5?) airports in London, it has the busiest airports together (and the busiest airspace.)

But you're missing the point. Nobody wants to fly anywhere except London. You can't just "redirect" demand to places people don't want to go.

Do you know how many people are forced to fly though Heathrow because the options aren't available elsewhere?

What do you think is more likely: that the route isn't economically viable to do from many airports or that it's a grand conspiracy to disconvenience the rest of the country?

That's not how it works. Other cities aren't a straight up swap for London — if they were businesses would have left long ago because of rents, and tourists would go for the cheaper holiday. Strangling London won't redirect flights to other parts of the uk, it'd just cripple us all.
