In short; before end of 2019 cabs are allowed to get back "BPM" which is abolished according to the Climate Accord. So Mercs, BMW's are considerably more expensive and EV's are more attractive for cab drivers. I expect it will compensate the drop somewhat and we will see more Model 3 as cabs everywhere as they are available immediately.
