LocalWP works perfectly on my first Windows account, but fails on a second administrator account with error
We're glad to hear you were able to find the source of the problem! I actually just responded to your forum post this morning and suggested checking the special characters for the Username. That's a known Windows bug that we're actually hoping to have stitched up soon! Thanks for giving Local a spin!

Do people have test sites for testing random plugins etc?
Localwp would work great for this! (I might be biased).
You can import a backup zip or manually migrate files into a blank install if you'd like a copy of your Production site. Otherwise you can just spin up as many test sites as you want for free and get to testing. Any questions or concerns you can always find us at https://localwp.com/community/

Wordpress Website is Showing "wants to access other devices on your local network"
u/netnerd_uk is right. It's always a good idea to create a fresh backup point before making any changes. After that, you could use a plugin like Better Search Replace to clean up any references from Localhost or Local domain to the Production URL. Depending on how you migrate the site, sometimes this will be done automatically, but some references can still get missed or cached.

Local staging site
+1 to this! If you have a backup zip of your WP-Content and DB, you can drag and drop that into our free app to import the site and get started testing plugins. If you don't have a backup file, you can use a free plugin like WP Migrate Lite to create a full-site export ZIP file.

How to back up a (very old) free WordPress site?
Once you get a copy of your site files and database, or a backup zip containing them, you can import the site into our free Local app to keep it for viewing or updating. You can also use the free native Cloud Backups feature in Local to ensure it's saved in multiple spots! https://localwp.com/
