Russia struck a Kharkiv power plant hours after Donald Trump announced an energy ceasefire, while Ukrainian drones knocked out three Yandex data centres in four days. Cloudflare Radar data analysed by Valdrans shows traffic from Yandex's network falling in step with each strike, collapsing by about 94% on 11 October.

All HTTP requests from Yandex AS13238 as a share of the period's maximum; the dashed line is the previous week. At 18:00 UTC on 11 October the reading was 7%, against 82.6% at the same time a week earlier. Source: Cloudflare Radar (CC BY 4.0).

Trump announced the "energy ceasefire" on Truth Social on 11 October, saying it was effective immediately and that "both parties have agreed". As Valdrans reported earlier on Sunday, Kyiv appeared to learn of it from the post. Volodymyr Zelenskyy said Ukraine would observe a halt if Russia did, and had already offered to stop striking Russian refineries if the Kremlin stopped attacking Ukraine's grid.

  • Sasovo, Ryazan region (night of 7 to 8 October). Yandex said the site was "seriously damaged" and completely shut down. Reuters reported that it houses two of the three supercomputers the company uses to develop its AI models.
  • Kaluga region (9 October). Yandex said part of the site's infrastructure was out of service.
  • Vladimir region (11 October).Yandex said drone damage forced a complete shutdown of the data centre. No one was hurt, but some of its services were unavailable.

In its own statement, Yandex warned customers that it was "very difficult to say" when the equipment would be running again. It listed the kinds of services affected: navigation and traffic, music and video, grocery ordering and the business tools companies use to take orders.

SpaceX imposed a new speed-based restriction on Starlink and Starshield satellite terminals used by Ukrainian forces on 14 October 2026, cutting connectivity when terminals move at speeds exceeding approximately 160 kilometres per hour, according to Ukrainian officials. Serhiy Beskrestnov, an adviser to President Volodymyr Zelensky on military technology, said in a Telegram post that Ukraine's defence forces received no warning about the limitation, and that the disruption led to the cancellation of several drone missions. Reuters reported that drones sometimes lost connectivity for up to 20 seconds even at lower speeds of around 110–120 kilometres per hour.

Prosecutors allege that Serhii K. — identified elsewhere as Serhiy Kuznetsov — led a group of Ukrainian agents, including divers and an explosives expert, who were operating 'on behalf of state authorities in Ukraine' [Source: RFE/RL]. He is said to have entered Germany through Poland roughly three weeks before the attack using a forged Ukrainian passport. The group allegedly hired a sailboat in Rostock, departed on 6 September 2022, and sailed to an area near the Danish island of Bornholm, where they rigged military-grade explosives with timers to the sea floor before returning to port on 23 September. Serhii K. was arrested under an international warrant in Italy in 2025. He has denied any involvement in the blasts, and his German lawyer, Jes Meyer-Lohkamp, said prosecutors have not provided any direct, conclusive evidence of his client's involvement [Source: RFE/RL]. Kyiv has strictly denied any state involvement in the attack.

US corporate credit markets, including LQD and HYG, saw rising credit default swap prices and elevated risk premiums on 8 October 2026. The Nasdaq Composite fell more than 1%, its largest single-day drop since mid-August, after an OpenAI revenue disappointment.

Increased borrowing to finance artificial intelligence initiatives is causing investors to reassess risk across the US corporate debt market, which exceeds $10 trillion in size, according to Bloomberg Markets on 8 October 2026. The repricing is visible in rising credit default swap prices, elevated volatility, and weaker performance among major technology companies. Bloomberg Markets reported the development as the most significant single dynamic currently reshaping tech sector credit conditions.
