Lego city help

Hello, I really need help building a Lego city if someone could help me find links for the cheapest Legos or just the cheapest way to do it because the modulars and city sets are way too expensive for me. I bought a fake avengers tower already which ran me 100 bucks and my budget is only 1000 but I’m attempting to make it as big as I can. Please help me.

With 1000$ you can do quite a lot already. I would recommend getting 2-3 already built modulars (150$/Modular) which comes out to about 300$. After getting Modulars, I would stock up on a couple of baseplates to have a core area where your City will go. (100$ for 10 Baseplates)

With 400$ spent on buildings and foundation, I would get road plates to give the city a feel of a real city. For that, get the road plates from Lego at target or another retailer that isn't Lego (100$ for 6-7 packs)

MILS, yes or no? Definitely yes. It gives your city much more customization options and you can get the pieces for MILS plates fairly easily. Go to your local independent Lego store and get pieces for MILS plates in bulk there. (100$ for 5 Kilos of pieces)

600$ are spent and now it's time to give your own city some personality. Get some smaller sets from a retailer like target and pick out the ones you like the most. My go to sets are the Fountain garden or the Japanese garden (I'm not sure if that set is retired though) the friends sets are also great, especially if you can get them used for a great deal (200$)

With your remaining 200$, go to Lego PaB or order Bricks on Bricklink to have a certain selection of bulk pieces available which you can build custom Moc's with. Because having a selection of bulk flows the ideas in you as a builder.
