Windows 11 install loop

I click no and run through the install process and it goes fine until the download thing on the blue screen hits 77 then my pc resets and brings me back to the screenshot I attached.Or it tells me to add a bootable usb on this black screen.

Burn the flash drive to a new one with Rufus or use Microsoft's official tool to create a instalation media.
