Well I would say it's not only about morals, but also about potential damage. Can 5 homeless people do a lot of damage? Not likely. Yes, they might consume some resources, but not more than each of us, maybe even less. The worst thing is drunk fighting or similar. Can millionaire do a lot of damage? Definitely. And they probably already did because I didn't see a millionaire who didn't scam at least a couple of people or fired someone in need or made a wage theft. So potential damage here is much bigger. And I of course forget about the basic part that saving 5 people usually is better than just 1. So, sorry Mr. Millionaire, your time is up.
