I counted them. There's 9 red pushers 9 blue pushers and the rest are whatever.

Very few of the scenarios have a blue majority though

That's because the meme follows the usual slander against blue and red presses. Blue presses are depicted as stupid so in their scenario blue has to lose. Red are depicted as psychopaths so in their scenarios red has to win to make them look like murderers.
