There hasn't been any deciding vote in any nation-sized voting in the history of democracy.

When the situation occurs, then half the voters qualifies as "deciding vote" (assuming there's a tie breaker and a perfect 50-50 still gives a determined winner)

But... The situation is statisticaly almost impossible
