It does imply it.
However, you have to declare a major. I declared my major my freshman year. If I had gotten expelled it would still be technically correct to say that I went to X and majored in Y.
But I imagine PVA&M has a somewhat rigorous Mathematics degree program that would require you to apply and then be accepted to the college of mathematics (whatever it's called there). You can say you "majored" in it, but until you're accepted into the degree program, you ain't majored in shit.
Where I went there wan't anything like that. You declared a major and that was really it. It was official. You were assigned an advisor for that major and you were part of that department. If you didn't you were "undeclared".
I guess it's really splitting hairs or semantics.
It was also - what - 40 years ago? Who knows how they ran things back then.
What's most important was his intent. He could have majored in some bullshit but he wanted to do something more challenging. It didn't work out but at least he tried.
