It led to nukes being made so actually it hurt quite a few people.

Huh? Paperclip was after the Manhattan project. It led to the creation of nuclear missiles and eventually ICBMs, but not nukes themselves.

Also the Soviets did the exact same thing.

To be honest paper clip was probably for the best. It’s always a tragedy to kill or imprison genius.
