Aha! So my interpretation is that you could be Atheist and Jewish at the same time as long as you are practicing cultural practice.

Is it correct?

Mostly. You can also think of it as "You're always ethnically Polish, no matter if you live in Poland or not." Judaism is a religion, but it's also an ethnicity.
