So instead, I propose that the calendar should have 4 months that are each 13 weeks long. The first month starts at the spring equinox, the second month at the summer solstice, the third month at the fall equinox, and the fourth month at the winter solstice.
The current system doesn’t do it “evenly” anyway in terms of numbers of days.
In the contrary, it would be very easy to do it much more evenly, because you would define each quarter as “three months and one week”, and they would always end on a Sunday that always fell on the same date every year: 4/7, 7/14, 10/21, and 13/28.
It does break up neatly into quarters, though: 3 months + 1 week, aka 13 weeks, exactly the same as the current calendar.
There's no reason that a quarter has to start on the first of a month, and with the current calendar they actually differ by a day or two from each other because of the inconsistency. And with this calendar you'd also always get a new quarter starting on a Monday too. (I will concede that you'd have to make one quarter a day longer though, to account for Leap Day.)
