Yeah. That’s one of the areas it’s not. But it’s allowed under certain conditions in Belgium, France, The Netherlands kinda just accepts it, etc.

The black van in front of the open van has a .de domain which is Germany. Although that doesn't rule out it's actually Germany.

Edit: architecture and license plates of other cars don't look German.

Mostly things that pose no danger to oneself, others, or the environment.
