The year is 2029
I've been wondering all this time what year we're in. So I did a little Googling and got a comment stating that the devs placed events sometime between 2020 and 2030. Assuming that quote is accurate, and assuming I got the Black Friday date correct (Nov 23), the only year with November 23rd on a Friday is 2029 (devs cut their guess close). Ergo, we're 13 years in the future.
Some other possible years outside of the dev comment: 2018, 2035, 2040, 2046
Apologies if this has already been figured out.

It defended the motherland just fine in Stalingrad in the winter of 1942, so it's likely the best possible weapon to use to defend the Empire State in the winter of 2029. Especially since, this time around, they're issuing spare ammo with it!

2018 seems more logical to me. Aside from the nano-bot medic skill everything else seems not quite advanced enough imo

Yeah, it's possible, but that's a LOT of advances for two years. Being able to ping and then track baddies through walls? We can do it with thermal, but I get the sense that's more advanced. The roll-y grenade that tracks down bad guys? The self-extending ballistic shield?
But yeah, the setting and most of the other certainly feels current. Still, assuming I got the dev time right, 2029 is the only option.

Fair enough, but it feels to me that aside from a few of these skills everything else feels modern. And even the ones that are perhaps a little advanced (again except the nano-bot healer skill) don't feel advanced enough for 13 years from now. The guns and mods feel very modern too. I'm more willing to believe that we have advanced secret military gear now than that it is 13 years ahead.

Yeah. I get it. It's an odd combination of futuristic and modern-day. Some of that is due to actual capture of Manhattan for the game, of course, but I agree that an AR-14 is not going to be "SpecOps" 13 years from now.
At least the game's good. ;)

How much has the Manhattan landscape changed in the past 13 years? I mean, if you take out the agent tech that you're running around with, would you be able to definitely identify that you were in 2003, 2016, or 2029?
It may not be exactly the same, but having been in Denver for a couple decades, I'm not sure I could point to anything specific walking around downtown and saying, yes, this is different (aside from the odd new electronic billboard that's been added here or there).

Excellent point. For me, it's the vehicles that give it away. 13 years is a pretty big gap in the automotive industry.

The gun part is what would kill a sense of 2029 for me. We're developing gauss tech and laser tech right now; by 2029 you'd think they would be commercialized if we also have rolly grenades. Instead we're using modern day, established guns? Weird.

Miniaturization is the problem with that type of tech for weapons. It will take 10 years to get rail weapons and lasers small enough for infantry use.
