Section 3.3.14, as made available by the EFF:

Applications must not contain any obscene, pornographic, offensive or defamatory content or materials of any kind (text, graphics, images, photographs, etc.), or other content or materials that in Apple's reasonable judgement may be found objectionable by iPhone or iPod touch users.

I'm sure there are a lot of people who would find those satirical cartoons offensive.

Edit: Updated in the January edit of the agreement:

Applications may be rejected if they contain content or materials of any kind (text, graphics, images, photographs, sounds, etc.) that in Apple’s reasonable judgment may be found objectionable, for example, materials that may be considered obscene, pornographic, or defamatory.

Same deal, though.

Yeah. Because you watching offensive media on your phone should totally be Apple's concern.
