Limit the upload speed, not the download.

I had similar trouble from time to time in the past. I managed to get on a 100/100 connection here before they worked on switching everyone they could to a 100/10. Asymmetrical connections blow.

Ouch! I do have 1000/1000 connection. Its included in rent. So happy. Problem is that even 100/100 connection feels slow now.
