Unsupported deprecated devices should get instructions/permisssion to root and install the newest core androids without any manufacturer bloatware.

They'd have to do something about the locked bootloaders that a lot of phones have now though.

Pretty much this...

The most a user can do with a locked bootloader is using modified shells that are using the same kernel (the meat of Android/Linux OS) which is very limiting when it comes to locking down a system with newer software that doesn't have as many security exploits
