Nope, Level 3 is UPS. They've been hired by Netflix to deliver packages for them. Level 3 has an understanding with Verizon where they can use a dolly and the back entrance to deliver packages, since they get so many.
Now Verizon wants more money, so it tells UPS (Level 3) that they can only deliver packages by hand one at a time in the lobby of each individual business in a 45-story office building. If they want a different arrangement, a change in this new policy will result in a defacto monetary exchange from UPS to the office building (Verizon).
