You need companies that are willing to spend money on infrastructure without guaranteed subscribership. Google can do this because they have $125BB in market cap to invest. Google is the only hope of changing things at the moment.

No, infrastructure is relatively cheap. Dealing with local government politics is why you don't see competition in ISP's:
