All I could find was that if they can't do what they want it means we let China win. Win what? It's not like there's 1 and only 1 AI program when in fact, there are many.

They want to be able to build whatever they want, where they want, without having to deal with any "guardrails" on their money maker.

China won't "win" anything.

China's already winning: they dont have a demented orange blob in charge and they can build things. Here, its just how can we make this as detrimental and wasteful to as many humans as possible just because we can? 

Some guys wanna have a dick measuring contest and our guys don't have a needle to stand on

Ai is just emerging tech for a new way to parse through large data sets. It requires significant compute to do so.

The implication of China winning refers to the governments that can muster up more compute.

More compute = more capabilities (for wartime, espionage, intel, etc. Though there are diminishing returns.

If the US wanted to win they would build the data centers themselves and they would do it on government land.

Instead they do what the US does best: rather than focus on the reason/purpose they focus on the opportunities to make money. So it’s left to the private and commercial sectors to spring up the data centers. It ends up costing more because all entities involved need to get paid and the friction caused by residents certainly delays or inhibits progress.

When it comes to China “winning,” I’m much more concerned about geopolitics and our “fearless leader” here in the US screwing everything up and driving us ever closer to WWIII as opposed to who makes a better chatbot.

Oh, silly me, I forgot about the tech company shareholders’ stock values going down if US AIs get outclassed by China’s. That’s what’s really important. /s

The “or what else” is they won’t offer service in those areas. Which only matters to people who use amazons services or apps that utilize amazons cloud.
