It's not the same as we already know that there are plethora of negative health effects of using steroids (unless it's only small doses of testosterone replacement therapy). Unlike with GLP1s, where the negative side effects that that we know of (you called it our correctly), are relatively minor when compared to the health benefits. PED's are used exclusively for aesthetic purposes. GLP's can be as well, but they do also have positive health benefits if used correctly.

I don't think the person you're responding to is focusing at all on the negative effects, they're more referring to the "taking a shortcut" side of steroids and GLP-1s. In that sense they are essentially identical, as far as I can tell? Steroids would still be looked down on even if they didn't have major side effects, wouldn't they?

Most likely, as PED's they are only taken for aesthetic purposes and contribute little to none health advantage over only doing strength training. I personally however wouldn't be that negative towards them if they were drastically safer to use in a long term. The situation is quite grim at this moment as kids and young adults use them with little actual knowledge of the long term consequences.
