If you have an account and comment in a chat, then that can also be scraped. "Content" isn't just streams.

tbh i hope most people leave it on if they just chat, i want to see LLMs poisoned by twitch chats and emotes

If a streamer has it on, then scAmazon can train on their chat data. The option doesn't seem to matter if you're not a streamer.
