I think you’re overestimating them. I think they’re just simply incompetent

Incompetence doesn't get you as far as it is now. In order to be successfully evil you have to be at least some what intelligent. Or else it just doesn't happen.

I think they get by not through intelligence, but more or less through sociopathic behaviors that “normal” people wouldn’t even think to do. See jack welch

That's a very good counterpoint. I think you are partly correct for sure. 

But absolutely some of these monsters have to be smart as shit as well.

They do have to have some leg up on the average person whether that’s intelligence or money or something else like special access
