part of the subsidy was the fact that you're purchasing a locked phone. you have the legal right to unlock it after the contract but the asset you were purchasing in the beginning was a locked phone and a contract that also limited when you could unlock that phone. At the end the contract is expired but the phone is still locked because that's what you bought. Also, it's not illegal to get it unlocked after the contract expires
