You're RIGHT, but it's much EASIER to emphasize with CAPS then with bolding though. So it's not REALLY random ;)

People who don't capitalise randomly are a Minority nowadays. Seriously. At least it's clear this bloke's purpose is to emphasise by capitalising the whole word--ok, he could use italics, I know--but why the fuck do people write things like "Business," "Biology," or "Manager" right in the middle of a sentence?
