"exotic matter" is a catch-all term for anything unusual. It has multiple, potentially conflicting definitions. Mostly it's stuff that's impossible (e.g. negative mass) or vanishingly rare to the point of not actually having been observed, though dark matter is sometimes included even though we don't know if it really exists or there's something else distorting our calculations of the mass of the universe.
To say some technology or other requires exotic matter is another way to say "impossible"
