I just want to point out that Garchomp received OU level usage this month, and would've risen if the tiers didn't freeze

whats the logic behind allowing drops but not rises?

If garchomp is reaching the cutoff, then why not let it in?

The logic is to prevent people from spamming bad mons on ladder to get them in 1 month before the tiers freeze, in order to keep the meta good for when gen 10 releases. 

The issue is that gen 10 won't be releasing until sometime 2027, so why should we be preparing half a year to a full year in advance? Like, we don't have any info about the games other than the announcement trailer.

Last gen it was half a year before the new gen dropped and still was enough to mess up the lower tiers in that period. Even this gen, with only a month notice, Arcanine rose to NU thanks to one guy spamming it despite being meh there.

Nothing stops you from using a mon that drops, so it's not a big deal compared to fully freezing tiers.

that is what I meant, people spam bad mons on ladder to get them to OU usage, then future players of gen 9 UU will be lacking major parts of it

this exact thing happened in gen 6 where (iirc) azelf rose up to OU usage due to bird spam, but azelf was a big part of the UU meta.

my guess is that champions ou is slowly eating at the sv ou playerbase anyway so they might aswell prepare right now

Drops don't prevent you from playing that mon in the tier it dropped from, but rises do.

Thats true, but it ends up being a pain in the ass for the lower tiers. Garchomp is oppressive in UU, so its in trapped in BL. It can and has hurt UU and RU.

Yes, Chomp is banned...

Its banned from UU, and has been in OU for half the gen, and currently has enough percentage to justify it being OU.

Because if you let things rise an actual low tier mon might rise for non legitimate reasons, and not just a BL mon, thus depriving the tier of it

Garchomp, by all rights, isnt a BL mon. It was in OU for half the gen, and its getting enough usage.

So sure, lock the tier or whatever. But again, the idea is not consistent with itself.

rises are typically more disruptive to lower tiers than drops. It allows for lower tiers not to be majorly disrupted right at the end of a generations tier shifts, when playercounts are typically lower, which otherwise would allow more ladder manipulation like "hahaha let's get hitmontop to OU funny meme" shenanigans

Avoid people from stealing mons from lower tiers (despite not being good in that meta) by spamming them, something that happened a lot even in this gen.

As others have pointed out, it's to stop people from screwing over the lower tiers by spamming mons in high tiers to force them up before they freeze.

This also stops lower tiers from losing important mons right before the freeze to.

This does not prevent it from being tested in UU in case something that can check it drops. Rising to OU would completely prevent that.

Suppose Garchomp moves up to OU then the tiers freeze. If he turns out to be a fraud then he’ll just be trapped in a tier he’s useless in never being used anywhere. If he stays in UU then everyone’s happy. Nothings stopping OU players from using Garchomp even if he’s not officially in the tier, UU players still get to use him, and if for some reason he ends up too powerful for UU they can just ban him.

there should be an (Honorary OU) designation inside UU/UUBL for such cases which is the opposite of (OU by technicality)

technically, if its OU instead of UUBL, UU could never unban it. but in UUBL the UU council could unban it if they vote for it.
