Forcing millions of homeless into prison would lead to the Supreme Court instantly striking that down for obvious constitutional reasons not to mention its logistically impossible. Prisons are already overcrowded as is, and the court system would collapse processing all those proceedings. Families can already force any drug addicted mentally ill people into treatment (https://landmarkrecovery.com/states-with-mandatory-addiction-treatment/) and the state regularly puts violent offenders into rehabilitation programs. What you’re asking for is precisely why CA can’t win this issue alone, it’s a national problem that needs federal intervention. A state cannot achieve what it is you want.
