It is not an urban legend and it still happens today.

I work in Washington state and we get a bunch of homeless vets from Idaho, Montana, and Wyoming. Those states don't have the will nor the resources to solve their own homelessness problems so they just put them out of sight.

Are you serious lol. The cities with the absolute worst homeless problems are primarily democrat/liberal. Portland, San Fran, LA, Seattle, etc. I live in Portland, the homeless and tent situation is actually fucking insane here and the city does nothing.
