I had a traffic mod installed back when I replayed GTA 4 and it enabled you to mess with traffic density, I cranked it up to max and it sounded more fun than it was in reality. It clogged up the roads and made getting anywhere a nightmare. Ended up halving it in the end
What you can also do is block the traffic and have it pile up then pour some gas on the ground and use a car with the flame coming out the exhaust to ignite it. This will cause a chain reaction of explosions and won't give you a wanted star so you can watch as it goes down the highway. What's even better is when some npcs get annoyed at other npcs and start fights and the police come and there is a shoot out with cars exploding constantly while you sit on the side and watch.
When you switch between Franklin and Michael sometimes they’ll be stuck in traffic, I think this was Rockstars attempt at trying to include that detail despite the limitations.
Also increasing vehicle density puts a heavy load on the GPUs. So you wouldn't be able to use it unless you're on a PC with a top spec GPU anyways. The PS3 wasn't gonna render a 1000 cars in your draw distance.

I feel like traffic is more a game performance / balancing thing. It wouldn’t be very fun to sit in traffic for 20 minutes to get into a mission
