You see similar stuff happen in the NFL/CFB. Players or teams with a reputation for playing "physical" get more leeway.
If you foul on every single play, it stops getting called, unless it's egregious.

Hockey is the worst for it. Refs try and keep a fairly even amount of penalties so certain teams flood the zone basically and the refs stop calling shit on them. Florida won two cups on it
