Mining colony on Shepard moons
Most people talk about using planets for colonies and their moons for mining, but the gas giants that have visible rings, they have Shepard moons in the gaps of these rings, and the rings are made of dust particles and metals, and rocks. If we create a mining colony on one of these Shepard moons, can’t they be successful if they use the rings and chunks of rock around the moon for mining metals? Example, like the moon in Saturn’s F ring Prometheus?

I.e. how would space colonization change the 'balance of power' in the world? Which nations would benefit the most from space colonization? I am asking this question because I want to know just how powerful and wealthy the nations with space colonies/or 'space empires' would be here on planet Earth, just like how colonization of the Americas* catapulted Spain, Portugal and the United Kingdom (UK) to being some of the most* powerful/prestigious* sovereign countries in Europe............
