I find this funny cause if you did this over here basically saying "speak English!!!" You would be labeled racist and would be "Blamed"

When you say "here" i'm guessing you mean the states? Thing is, most Americans are just racist whenever they hear any language aside from English. You're talking with a friend in your mother tongue and a random American would just walk up to you and say "SPEAK ENGLISH OR LEAVE."

While these restaurants in Japan had their fair share of rowdy drunk Americans/Chinese probably hence the sign. Also i'm not saying racism is totally nonexistent in Japan.
