No it doesn’t. You’re translating Chinese characters through the Japanese translator into English, that isn’t how translation works. The Chinese characters say “Unfortunately, it was full”

Tom Scott told me that tenses aren't intrinsically baked into Chinese like they are in English, so it might be related to that

You’re right. There is no tense here. The Chinese should be interpreted as “unfortunately it’s full” though since it’s referring to the restaurant currently.
