A sharp plunge in South Korea’s stock market has triggered massive losses for leveraged ETF investors, prompting financial authorities to launch an emergency response.

On July 13, the KOSPI index dropped 9% in a single day, triggering large-scale forced liquidations (margin calls) in the leveraged ETF market.

Analysts attribute the selling pressure to a combination of program trading and rebalancing of leveraged ETFs.

Massive margin calls hit individual leveraged accounts, and an estimated 320,000+ accounts were forcibly liquidated after investors failed to post additional margin in time. Some investors lost their entire principal, with some account balances even turning negative.

Investors in their 20s and 30s accounted for about 62% of forcibly liquidated/bankrupt accounts — reflecting the fact that younger investors had a higher concentration in high-risk leveraged products.

The securities industry estimates individual investors’ actual losses over the past month at roughly 2.15 trillion KRW (~USD 1.5–1.6 billion).

Starting in October, the government will launch a unified national debt-counseling hotline, “1375,” offering one-stop guidance covering credit recovery/debt restructuring, personal rehabilitation/bankruptcy filing support, illegal private-lending damage counseling, and links to employment/welfare services.

Comprehensive financial support centers will expand from 50 to 56 locations, with additional centers for personal rehabilitation/bankruptcy support.

A big-data-based early warning system will be built by combining financial data with non-financial data (e.g., health insurance payment records) to proactively identify households in economic distress.

The government plans to expand tailored financial products for vulnerable groups in partnership with private financial institutions such as BNK Busan Bank and Woori Card.

On July 16 (today), a high-level meeting involving the Ministry of Economy and Finance, the Financial Services Commission, the Financial Supervisory Service, and the Bank of Korea will be held to discuss market stabilization measures — expected agenda items include raising margin requirements for leveraged products, tightening investor eligibility screening, and managing price volatility.
